چکیده

This paper deals with tax-policy responses to quasi-hyperbolic discounting. Earlier research on optimal paternalism typically abstracts from capital mobility. If capital is mobile between countries, it may no longer be possible for national governments to control domestic savings via capital taxation (as in a closed economy). In this paper, we take a broad perspective on public policy responses to self-control problems by showing how these responses vary (i) between closed and open economies, (ii) between small open and large open economies, and (iii) depending on whether or not both source based and residence based capital taxes can be used. © 2014 Elsevier B.V. State Capacity, Capital Mobility, and Tax Competition

Abstract The theory of international tax competition suggests that governments attempt to attract mobile capital bases by undercutting the foreign capital tax rate. An analysis of the role that state capacity plays in tax policymaking under international pressures is, however, missing. The central contribution of our study is to highlight the importance of the interaction between state capaci...

Optimal International Taxation and Growth Rate Convergence: Tax Competition vs. Coordination

Optimal international taxation and its implications for convergence in long run income growth rates are analyzed in the context of an endogenously growing world economy with perfect capital mobility. Under tax competition (i) the residence principle will maximize national welfare; (ii) the optimal long run tax rate on capital incomes from various sources will be zero in all countries; and (iii)...

Efficiency and Redistribution Effects of Environmental Taxes under Capital Mobility

When capital taxes are used to finance a public good, capital mobility reduces efficiency since it narrows the tax base. This motivates the concern that capital mobility might also interfere with unilateral efforts to provide the public good of environmental quality through pollution taxes. I show in this paper that capital mobility does not affect efficiency in a small open economy, even thoug...

Comparative Institutional and Policy Advantage: The Scope for Divergence within European Economic Integration

Many expect globalization and regional economic integration to force domestic institutions and policies to converge toward some efficiency-mandated minimalism. Applying basic trade theory to national institutional and policy systems clarifies, however, that the greater force is tax competition (broadly conceived), as abetted by ideology and transmitted and magnified by international financial m...

Externalities from International Labor Migration: Efficacy of a Brain Drain Tax in the Euro-Mediterranean Region

This paper uses a two-region, two-period overlapping generations model with international labor mobility to examine the efficacy of using tax policy to internalize the externalities created by international labor migration. While a brain drain tax has a substantial limiting effect on labor migration and a small negative effect on per worker growth, it is found to be a viable solution to the neg...
